I did the governor seals on my 91 not too long ago.
click on the "More by ___" link, because I posted a thread about it and got lots of good advice.
I never heated up the race to get it in or out. I used a screwdriver to help it out on one side, and a gear puller on a slide hammer got it the rest of the way. When putting it back in, I used the pinion gear and bolt to press it into place.
Best place to get the seals is Eriksson Industries--they'll send all three seals, the new gasket for the end cap, and directions on the job. Be sure to get a new pinion bolt because of the flange that gets bent down to hold it in place. Around $40, IIRC. Replace ALL the seals--it may not be totally obvious which one causes the problem.
To do governor seals, you don't have to drain the ATF, so that shouldn't be a concern at all.
You'll need a 36mm socket (grind it flat to get more grip), vaseline (to help keep the seals in place), and possibly a cut off tool for any frozen bolts on the end cap of the transmission.
I don't think there's "anything else" to do inside the transmission, and I'm thinking it's best to just address this problem by itself.
I also doubt that this is connected to your CEL.
