1.) You should be OK with just doing some light sanding and spraying on some clear coat. Don't use a lacquer clear coat, though. I refinished my wheels a couple years ago and used the Wurth system, but I didn't like their lacquer clear coat. In the spring I'm gonna sand them down and try a differently based clear coat.
2.) No idea with this one. My seats have never broken so that's one area I've been able to stay out of.
3.) Try some nail polish remover, or some WD-40. I think WD-40 even makes an adhesive remover. If those don't work, you could try a razor blade, but be careful not to scratch the plastic. If none of this works (which they should), you could always try a little paint thinner, or even lighter fluid, but be careful.
