Various Nightmarish '94 Aero Issues...(long)

So the Aero went in for a state inspection to a local but trustworthy garage about 30 days ago, and it's still there.
Inspection revealed the need to replace a tie rod end and motor mount, for a cost of $700 so far. They brought the car off the lift to find that the car wouldn't start and repeatedly blew the #5 fuse corresponding to the APC. The car would only crank from this point on. After their electric expert went up and down the car and could find nothing wrong, the car began to start again.
Having bought a headlight and taillight cluster each off of eBay, I asked the mechanics to put them in for me. They called me today and let me know that they would need to replace headlight and taillight socket clusters, a headlight relay, and more for the grand total of $800 (for the lights alone). Keep in mind, the light assemblies are already bought. They claim the headlight relay alone will cost me $160.
What could be the problem here? While I know engines, I don't understand lights and can't figure out for the life of me what exactly would cost $800 when the lights seem to work fine.
