The car is drivable, please move it elsewhere.
The high beam problem is probably due to the orange headlamp control box (the small one, not really a relay) or the large red headlamp relay. I have needed to touch up the solder pads on both of these parts on my 1994 car, a fault caused the high beams not to work. My bet is on the orange headlamp control box for the high beam problem. If you aren't handy with a soldering iron, find someone who is. (I am in the electronics business, so I am taking this for granted, but others here have done similar work.)
On the other lights: do you need the side-mounted reverse lights to pass state inspection? I can't think of another car other than a Corvette that has these, yet other cars pass inspection. You might happen to find a suitable socket at a parts store by matching up what's in hand, but my guess is not. Alternatively, you could order parts from a SAAB dealer or get used parts from a place like Goldwing or other SAAB parts recyclers. A reasonable mechanic should be able to splice the parts in for a minimal fee - the entire corner light assembly is removed easily, providing open access to the wiring.
On the foglight, I will first ask you not to waste your time fixing this practically worthless accessory - I don't think they are required by any state. OK, the reflectors of my foglights are quite pitted, so they do not provide optimal light projection, but do you really need these? In case you say "yes", the solution could be as simple as a burnt out bulb, may be a bent spring connector that holds the bulb in place (was the problem on my car) - I don't believe that this part is available separately, so the solution may require a new or used foglamp a$$embly.
