You can absolutely use a generic/Mustang O2 sensor in the later cars no problem - I did it for my wife's 98. Just have to splice the wires in, making sure you get good connections. It is a 4 wire sensor in the later 9000's (not sure when that changed - thought it was earlier than 95, but I may be mistaken).
As you say, usually you would have a check engine light if the O2 sensor was bad, but it's possible that it's on its way out, but not out of range enough to trip the light I guess.
Have you checked for the brakes binding? Is any wheel hotter than any of the others when you stop after driving for a while? Jack the car up and see if the wheels spin freely. That has been the cause of bad mileage for me in the past.
I'm sure you've checked tire pressures? Underinflation can hurt mileage pretty badly.
