Bear in mind that the vast majority of R12 to R134 conversions also do not have a condenser fan (or for that matter even a parallel-flow condenser) and most of those work reasonably well. It probably helps that on mine not only is the fan not working but the blades are gone since those would partially cover the condenser, blocking airflow.
I had a lot of trouble getting a working expansion valve when I worked on my AC system several years ago. I needed to replace the condenser but given the age of the car wound up replacing everything except the evaporator and, as it turned out, the expansion valve. Two aftermarket replacement valves didn't work so I cleaned up the original and today it's still in there working fine. A few years before that I ran into a similar problem with my C900, a new replacement valve did not work, though a second one did. I don't know if it was just my bad luck, something I did wrong, or if aftermarket valves tend to have a high failure rate.
The R134 charge is pretty critical, not as forgiving as the old R12 systems and an overcharge as well as undercharge can cause cooling problems. Although you can get close by observing system pressures the only way to be really sure you have the correct amount of refrigerant is to evacuate the system and charge in the specified amount by weight. Another possible issue is that if your condenser fins are mashed up you can experience poor cooling. That's what prompted replacement of my condenser, most of the fins were closed up resulting in insufficient airflow and poor cooling even when the fan was working. Air and moisture in the AC system will also hinder cooling, as will too much oil.
