Hi Bill. I used a similar idea using rubber hose. The oil gunk sticks to rubber like a magnet. Dip it in the tank, remove, wipe, repeat.
The tank snaps into place with a big tab. I can't remember if it's on the inboard side or the forward side but there's a big flat tab that you pinch against the bottom of the tank and then pull upward, IIRC. I struggled with it until I looked at a spare one I had left over from one of my other cars.
