When I service a 99 cooling system I begin with flushing. There is a drain cock under the exhaust manifold, I open it and flush with running water until they come out clear. Then I close and fill the flushing additive to water and run the engine according to the directions on the can, and flush again with running water. After all that I deal with the radiator itself, in the good ol' way of opening it and clearing everything out. In case of a cylinder head removal, I always clean the coolant passages in the block.
