Figure out what your priorities are and test drive both cars. Each of them has their good and bad points. The S60 is Volvo's best selling car right now and uses a totally new platform. The S60 2.4T can be chipped to produce around 230hp and if you go with the European Delivery Program, you can save thousands of dollars off MSRP. For example, the OSD S60 2.4T starts at $26,900. The S60 is more of a cruiser compared to the 9-3 in my opinion. It has a very smooth drivetrain, wonderful seats, stereo, and ergonomics. I havn't spent much time with the 9-3, so I don't know much about that car. You might want to check http://www.swedespeed.com and ask the S60 owners about their cars thus far. Also, the 02' S60 2.4T will offer Haldex AWD as an option, if that is something you are interested in as well. Good luck on whatever you decide!
