Actually, there is a Saab service bulletin dated December 1996, with an update in 2001 (I think) which refers to head bolts in 1994 and later Saab 900 cars with 4-cyl engine, called:
Addendum to the service programme "Retightening of cylinder head bolts", 210-1704 UTG. 2
So, this goes back to the NG900 and 1994, and not exclusive to 9-3 models.
I think Anders is referring to this service document or similar when he talks about the recommended re-torque force changing. The document includes a note about the changed torque, but does not explain why.
To give the folks at the GM/Saab support line credit, they did not have that info but researched it for me. We were able to confirm that a) it covers cars going back to 1994, and b) it is at the discretion of the owner to have it done and pay for the work.
The trouble is that most people find out after they notice a head gasket leak. By then the cost of the repair may be higher than tightening loose bolts.
