Wow. First off...sorry for your troubles. That indeed is a big run of bad luck.
Firstly, once a car is out of warranty I really see no reason to take it to a dealership. Look around for a good independent mech. Not sure where you are but you can find listings on this site.
$2,700 sounds plain nuts. And now they want to get you to put in a new engine after all that? Run, do not walk, to a better mechanic...or insist they put in a new engine and credit you $2,700. These people sound like ripoff artists.
And what does the timing chain have to do with anything? If indeed the issue was an oil blockage, I'm not getting how they lump a timing chain in with all this. Lifters makes sense I guess. But no oiling problems with the turbo? No overheating? How many miles did you put on after you bought the car? No oiling on a car like this is like instant death, not a slow process.
Did the PO hide the engine noise? Even so, I doubt you have any recourse. Might want to try and ask if he'll pay for some of the repair, but that's a long shot. Buyer beware and all that.
