My 9-3 has been doing the exact same thing during the winter months ever since I moved up north from Florida 4 years ago. I've changed out the t-stat and sender twice over this time, but it hasn't solved the gauge problem. It warms up normal, but once the t-stat opens up the gauge will fluctuate between cold and normal (9 o'clock). If you wait for warmer weather you will think the problem has been solved. I only see the fluctuating gauge when it's below 40F.
If you haven't replaced the sending unit ($30) recently, it would be a good place to start. Be sure to post a solution if you find one.
