This happened to me in a cold spell a couple weeks back (it was about 12 degrees). I'm not sure what finally got it free, but what I did was throw bucket after bucket of hot water through the wheel spokes towards the brake cables, and also put all my weight at each corner of the rear bumper and bounce the car. I did this because I realized it's the same setup as most pickup trucks, which is that the cable housing stops on the body and the cable itself pulls on the e-brake (versus a setup where the cable housing stops at a bracket on the e-brake). So in bouncing the car, the suspension geometry changes, creating more distance between the ebrake and the end of the cable housing, so that it should break the cable free from being stuck in the cable housing.
