hmmm...depending upon how cold it is, I'd never throw warm water on a car. Things can go from bad to worse. I'm in Minnesota at the moment and it will be around zero (the high) for a few more days to come so that water would not have a chance to melt off so it would build up. I've heard of people try that for a stuck hood latch when trying to get the hood up to jump it and it deformed the hood. AND they still couldn't get it open because the whole hood froze to the car.
If the parking brake was off it had to be a stuck caliper. That is a bit different. The caliper needs to be lubed or replaced. Though it could be more.
But that is me. If it was around 32 F then maybe.
