Taken for a ride??? time for new car?

Hello, I have two questions. I have a '00 9-3 with 138k miles. I make an effort to keep it maintained with regular oil changes, careful to maintain it. I recently brought my car to a new mechanic highly recommended by another Saab owner. I spent a lot of money ($900) on replacing specific items (radiator) and generally giving it a "tune up." (Note: 8 months ago I replaced the clutch.) After a 4 hr. drive home from a weekend trip, I heard a loud snap, the battery light came on and I lost my power steering. I was told that a pulley snapped and the serpentine belt broke. (There goes another $750 to replace pulley, serpentine belt, parts, labor and the flex pipe also needed to be fixed - unrelated to the serpentine belt and something I knew needed to be fixed. When I originally brought my car in, I specifically asked the mechanic to conduct an inspection and identify any belts, etc. that look like they need to be replaced. The mechanic noted that he doesn't have "crystal ball" and can't always tell what is going to "go." My question has to do with A) is there any way the mechanic could have seen this coming? Or is he being honest that there really is no way of knowing. Last, when is it time to simply give up on a car? I don't have the ability to work on the car myself. Are these general items that need to be replaced on most high mileage cars and simply a fact of life? OR at what point does it make sense to throw in the towel and buy a new car? To put it in context, I really like not having a car payment, but hate feeling insecure about whether or not my car is going to break down. I appreciate in advance anyone who is willing to respond!
