Well, having done my own maintenance on cars for over 20 years, I can say that it is nearly impossible to tell when a belt is just going to go. They do get cracking on the side that grips the pulleys, but this does not indicate that its going to fail. The failure is always from the inside. Its just a good rule of thumb of mine to do preventative maint on the belts every 60k regardless of what they look like.
As far as the pulley, replacement is nearly mandatory on modern cars, although it shouldnt be.
When it comes down to it, $700 is not bad every once in a while to put in a car when compared to a payment. Even if the payment is $400/mo, thats $4800 per year, which is a hell of a lot of car repairs. I always feel that if you still really like the car, and it is in generally good condition, then occasional repairs due to age are acceptable. I think alot of people try to justify a new car based on the cost of repairs when in fact they just want a newer car. Not that anything is wrong with that.
