No, I try to keep it dry all depending on the size of the seal versus hole.
Some seals are so big that you shred the rubber when trying to install (old 900 genuine drive shaft seals for instances). On those I use silicone grease.
Others are so small (old 900 after market drive shaft seals for instance) that you have to keep it dry so they don't pop out after awhile.
You never know from time to time or from seal to seal which way it is.
