First, for the ACC face & feet issue, just push the face and feet buttons simultaneously. You can also do some other combinations.
Second, the Viggen is a bit harsh as a DD, and the body work is too low. For the harsh ride and the ride height, I'd suggest finding some springs for a 9-3 SE and installing those along with a set of Koni adjustable shocks. That will raise the car about an inch (it's an important inch for non-scraping) and allow you to adjust the ride to suit with the Koni's. You can probably get the springs for a song from someone that swapped in lowering springs, or from a junkyard. The Koni's will cost your $550. Start the Koni's at full soft and see if you like it, you can adjust them in five minutes with no tools if you want it stiffer. I'd make a WAG that installation would be about $300. Another investment, but the ride will head from "harsh" to "luxury sport". See the tire comments below for more info.
Third, for the tires, you could either just put on tires, noted below, or put on 16" wheels and tires. The 16" will give you more sidewall and a much nicer ride combined with the suspension upgrade, finishing the move to luxury sport. For tires (16" or 17") I would recommend V rated Michelin Pilot Exalto A/S. Excellent ride, quiet, nice handling, all season. Read at Tirerack, they are #1 in the category for ultra high performance all season.
You can find 16" wheels on craigslist. Any Saab 900, 9-3, or 9-5 wheels will fit. Buy Saab original (BBS) type wheels (not aftermarket) and make sure the owner says you can bring them back if they don't spin straight and round when you take them to the tire place. Have them balanced on a Hunter Road Force machine (http://www.gsp9700.com to find one near you).
Lastly, on your comment about "knowing the basics"... I've recently started using an old line about British cars when people ask about the Saab. Saabs are a way of life, not just a car. You have to get into the on-line groups, read about what goes wrong and when, and work proactively. Otherwise they are a PITA as long as you own them.
