Two ways I can think of:
disconnect the fuel supply line to the engine, connect a hose to it, then start the pump by turning the ignition key to "on" ( but not start)
or
if the car has an access panel to the fuel pump, take out the pump and use an external pump to pull the fuel out. ( cant remember if the 9-3 has access under the rear seat like the 9-5's do)
first way I would consider safer.
