I have been quite impressed with CarGuys Plastic Restorer.

3M Plastic and Emblem Adhesive.

Yes, but I have a friend who is a professional painter so my cost, $450, was extremely low. (I also removed the bumper, did much of the prep work, and it did not need any repairs. See pic.) I suggest that you research body shops in your area and bring the car in for a formal estimate. The point being that any figures that you see online are somewhat dependent on the nature of the repairs needed, labor costs in a given location, etc.

I can't speak to this issue.
"5. Other than the clutch, vert top, engine mounts, suspension, brakes - is there something else I should consider as I'm planning out my budget?"
How's your transmission? Cooling system? A/C system? You mention having a good local Saab mechanic. You might ask them this question, assuming that they have direct knowledge of your car.
