Nokian is reformulating at least one tire per year, and by now the NRH2 is close to (if not the) oldest. The WR is the second youngest (NRV gets the treatment this year) and has the latest in rubber compound and design. The WR has good handling, smooth ride, and impressive winter performance. The NRH2 may be less expensive, may have even smoother ride and better dry and wet road handling, but for sure they suck in the ice and snow.
And like all the higher speed rated tires, both the WR and NRH2 feature rayon cord body plies, which are stronger, more stable, more heat resistant (and more expensive) than the polyester cord used in most H-rated and some V-rated tires.
