If your local law enforcement has radar, they don't need to tail you to catch you for speeding. By Pennsylvania law, only state troopers can use radar. Municipal police are prohibited from having the machine. So the only way they can document the actual velocity of another car is by matching it with their own. "Pacing." Which I think by law must take place over a distance of at least 0.3 miles.
I don't know the law in Oregon on this matter.
The end result is that the drivers who populate my fair Commonwealth learn that they can pretty much ignore speed limits anywhere except the interstate highways (but misery and woe unto those who roll through a stop sign, or try to squeeze through an intersection on a yellow light).
