If I lost control of my car everytime someone tailgated me and gave me a huge flash of their headlights, I'd have gone through tens of cars! I just move over when I see people coming up fast from behind me, even if it means I have to slow my pace and get in the right lane of the interstate.
Another thing, if Europe in general has much stricter regulations on driver liscences and teaches all about keeping all of your focus on driving, that SHOULD, in theory at least, remove the possibility of her playing with the radio or talking on a cell phone and then looking up and getting "startled".
Is it sad she and her daughter died? Yes.
Is he directly responsible for her death? Absolutely not.
Should he have stopped? Yes.
That's that.
