The M3 is quick, but what makes you say it's overpowered? It's not like it scorches the tires every time you start from a light. Sure there are barely-streetable cars like modified camaros that barely idle, but any of the factory beasts from germany (AMGs, S4/RS6, Ms) are eminently driveable, comfortable cars.
I think the BMW 3 series is underpowered on the whole (with the exception of the M3). A driver's car that turns mid 15s in the quarter is slow - I don't care how "responsive" the steering is or how much you become one with the road, it's no fun if it can't get out of its own way.
The Miata has half the horsepower, but it weighs less, too. They're quick, nimble cars, but could still use more. That's why they make turbo and supercharging kits that are quite popular...
Maybe I'm just jaded though... I don't think my STi is fast enough yet. Fortunately the TurboXS UTEC has just been released :)
