When you're selling a product, you don't earn money by reducing spending at all costs. You do it by making a better product that can compete in the marketplace.
Just this quote makes me worry for Saab's future:

Whether a Saab 9-3 has the same climate-control system as an Opel Vectra or a Vauxhall Vectra -- who cares?"

If Saabs start to have Opel suspension systems, Opel air conditioners etc AND use the same architecture, then it's basically an Opel disguised as a Saab. Now I don't think Americans realize how crappy Opels are, because they aren't sold in the States. Yes they are made in Germany, but they are still complete crap IMO.
I'm not against sharing some basic components like floor pans. But if Saab loses it's engineering section, and starts to have unaltered Opel parts, I doubt very much that Saab will survive as a brand. The Saab 9-3SS is a great car, because Saab's engineers had a significant say in it's design from the bottom up, not because it shares components with other GM cars.
Bob Lutz sounds like he has no idea what he is dealing with. He needs to realize you don't make a great product by just making it as cheap as possible. Or we'd all be driving Hyundais or Ladas.
