1996 through 2004 covers a wide range of cars - the last of the 9000 and NG900, the 9-3 and 9-5, including the first, 'teething' years. I can see a knock on the late 9000, especially the V6 9000. The V6 900 was no treat, either. But to compare a '96 V6 9000 with an '01 9-5 is apples and oranges.
If it's going to be a CPO car, it's probably an '01 or newer. I think CPO is a decent deal. The trick with a CPO car is not mileage, but In-Service date. The CPO is six years from In-service date, which means 2 years after the 4 year standard warranty ends. So unless the car has lots of miles and you drive lots of miles a year, chances are you'll run out of time before you hit the 100K mile mark. So if you can find a CPO car with a recent in-service date, say with 1 year left on the standard warranty, you can get a CPO car with 3 years of factory warranty (1 standard + 2 years CPO) for a whole lot less than than new.
A week ago I saw a '01 9-5 V6 wagon in pristine condition, 29K miles, new tires and a year left on the original warranty for $21.5K. Not cheap, but a real great value. So for about $15K less than new, I get a barely used car with 3 years on the warranty. Damn good.
The Saab CPO is one of the best in the business. Not all CPO warranties are created equal. The Saab CPO is bumper-to-bumper, no deductable. Basically the same as the factory warranty, just won't cover wear items like brake pads and tires.
