It is often illegal to put up signs on city right of ways. And as distance from the paved street to property owner's propery line varies all over the place with time and road widening, that would be a horrible thing to enforce. So to be expedient, the local laws are things like 'within 15 feet of the roadway'. Without such things, things would be a mess and look like election time all of the time.
So if the sign is in your vehice and it or the vehicle is withing 15 feet for the street or whatever, perhaps that is what the problem is.
If the law states 'for sale' signs, try '4 sale' '4 sail' 'fore sale' 'fore sail' 'four sale' 'four sail' '2+2 sale' :)
