I work in a body shop, and we don't paint and assemble parts unless we have them all. Depending on the color and the amount that needs painted, the color usually gets blended into adjacent panels 99% of the time. We would never just paint a fender without blending it into a door for example. Even if you use the paint from the same can a day later, the color will be different.
When the car gets disassembled, the shop usually writes the estimate, then contacts the insurance company. If the insurance has any doubts about the estimate, they will send the adjuster out to verify damage and the cost of repairs. If it's true the frame is bent and will cost thousands of dollars to repair(highly doubtful), the customer doesn't foot the bill...that's why he has insurance.
