here in PA, I've noticed how there seem to be a lot of folks driving who just "aren't paying attention", or more appropriately, "not thinking ahead." They may not be bad drivers in terms of physical skills, however, their attitude towards operating a car MAKES them a bad driver. It's more of a selfish driver.
Talking on a cell phone while driving is one of the huge things I noticed when someone runs a red light, turns without signaling, changes lanes suddenly, etc. I agree, driving on the highway is the easiest place to use a cell phone (I'll usually wait to make the call until I get to the highway), but around town, it gets you in all sorts of trouble.
What drives me nuts the most is people who don't think their route through ahead of time, and then want to cross 3 lanes of traffic within 20 feet so that THEY can make their turn (but everyone has to slam on their brakes so that they can do so).
Sorry about the rant--CA does seem to have a premium on bad drivers. But you're not alone!
