Have to second the spend on the git-tar not the amp line. Further, if anything, I'd buy the guitar NEW and the amp USED. I've seen WAY too many hacked up USED axes that are beyond recovery/untunable/unplayable after some dope has decided they are a guitar tech. Bottomline, IMHO, for novices USED is a bad deal. If they were experienced guitar buyers they wouldn't be beginners now would they?
Further still, I'd go for a plain vanilla SMALL amp -- toss in package deals are fine for practicing -- with an eye toward spending $100-125 on a fun effects box in a few months, Xmas or birthday . Digital modeling has come a long way in the past few years and can give a starter exposure to different tones and shapes without costing an arm and a leg. Giggable? No. But the most fun on the block? Absolutely!
Actual axes are a deeply personal thing, but I think that Epiphone has a great line of intro git-tars. Of course, this begins to get into the single-coil (cleaner) vs. humbucker issue (chunky-er er), which in turn revolves around the type of music the player likes. Just set a price point, stick to it, TEST DRIVE stuff, and HAVE FUN! Do not be intimidated by salesmen!
