I am in the same boat as you. I am in So. Cal. though.
My rules for the first 6 months are.....
First I trust him as a new driver, but not others. So, he needs to learn how to be defensive.
1. When you are driving....drive. PERIOD.
2. Pull over for the following: food and drink, cell phone calls, reading directions anything that would distract you for even a moment.
The '85 Saab does not have a cup holder for a reason.
I have implemented these rules so that he can observe how badly others drive while trying to do these things. So far he has avoided several mishaps due to other drivers yaking on their cell phones, Runing stop signs, cutting off others and merging into traffic or lane changes with out looking.
When he came to understand that the rules I laid out were not restrictions, but for his defense and safety there were no issues.
