I have a headset but its more of a PITA to keep the little thing in my ear, so I don't use it.
In MA, we're allowed to "use a cellular (mobile) telephone while driving as long as you keep one hand on the steering wheel" (directly from Drivers' Manual). There's been talk of banning cell phone use completely, or restricting it to headset use only.
I'm mixed on saying whether or not it should be banned. I know that I can control my car fine while on the cell phone. You can't get absorbed in the convo, and you need to focus on driving! There are times when I need to be reachable at all times for work, and that doesn't afford me the opportunity to pull off.
OTOH, there are people who definitely should NOT be driving and talking at the same time. How many times have we all seen a soccer mom in a 10 ton Suburban drifting towards us on the highway? Scary, I know. People like this (not stereotyping...there are all kinds that can't control a car and talk) shouldn't be doing it. I like Caarma's idea of a test could sort out who should and should not be talking and driving.
So, I guess it'd be a real inconvenience for me if I couldn't talk on the phone. Maybe the headset or built in handsfree idea would be best?
