calculations they wish to figure out who is valedictorian*, but colleges should get the actual transcripts and calculate true GPAs in a consistent way. (They probably do.)
It seems to me that the overall quality of a high school or prep school, or the difficulty of the program, or the number of honors or AP courses, are all important things to weigh in the admissions decision. But they are somewhat subjective factors, and should be considered apart from the GPA. Everybody knows that a 3.5 average from Jonathan Blueblood Country Day in Snootyville, Connecticut is not the same thing as a 3.5 from Bill Clinton High School in Cooncap, Arkansas. It is not necessary or appropriate to pretend that the Blueblood 3.5 is a 4.2.
* I am assuming that they have not yet begun designating the top 90% of the class as valedictorians, but the day is coming!
