My inlaw family collectively has an old cottage and land right on Alford lake in Hope ME. It's about 30 minutes from our house and a nice place to visit.
If you use a bank for funding, they will want it finished, not an empty shell. If it's out of pocket or on plastic, you get to do whatever you want. All construction projects go over budget. My experience is about 30% over budget.
Make sure you have a screened in area to keep the blackflies/mosquitos out for when you just want to sit in the outdoors and relax at sunset.
If there is no structure exactly where you want to put it, you will probably have to obey zoning/DEP rules that prevent it from being too close to the lake. Gone are the days of a cabin 20 feet from the lake. A local and experienced builder would be helpful with these issues.
You may want to build it sufficiently long/open interior to store your canoes or kayaks inside during the winter. If you don't care about a well, you could pump up lakes water for washing, and use bottled water for cooking/drinking. Have an electric/gas toilet, and you don't have to worry about your plumbing freezing in the winter, just drain the lake pump each fall.
A professional electrician has to give the OK for central maine power to connect the service entrance and install one outlet at the breaker panel. You could then connect the other circuits yourself after the installation.
Your local builder could arrange for the electrician and service hookup.
Expect people to snowmobile on your road to the lake in the winter. It won't hurt anything, as the ground is frozen hard and covered with snow and ice.
