Noel,
Where in Maine your you building? As JP breifly mentioned you need to get local building and plumbing code if you are in a town. If you are in a township you would follow diferent reguation, and if you are builing on land lease from the paper companies you will fall under even different regulations.
Sounds like you are from out of state, my suggestion would be to have the GC you chose pull all the permit and contact the other contractor, so you can get local pricing versus out of state pricing.
My other suggestion is get a contract in place with GC before you spend one dollar. Make sure the entire scope of work is clearly spelled out, and understood and that any work done beyond the scope is at the GC expense if not pre-approved IN WRITTING.
