It doesn't matter how honest you are and trying to sell as a good used car as possible. It will still be a used car and things will start to fall apart the moment it change hands. Especially when a new driver takes over the wheel.
It is a reason why I don't sell cars (only repair them). I could not stand the pressure of having customers come back right after they shelled out good money for a car I thought was in prime condition just to find out that this and that didn't work or broke right after I sold it.
I guess New York have even stingier rules than CA so I can't answer about the steering rack leak but as far as the emission problem. By law here in CA it is the sellers responsibility that the car pass smog when changing hands (even though no one follows that) so that might be the only thing I could think of you would help them with legally.
Otherwise, AS IS means AS IS and the buyer should have had it checked out prior to purchase.
