. . . because if anything, the upper unit gets the advantage of heat flowing up from the lower unit. Unless the attic inslation is only old cardboard, you should see a lower percentage of the heat bill. Do you have a newer style T'stat? If not, the older style ones had an adjustble sensitivity range that could, as you say, call for heat before it's actually needed.
Water heating is almost imossible to segregate without expensive equipment, so you'd have to assume use is equal in both units.
I'd politely ask the manager to provide a detailed analysis of the heating bill calculation. Also bring up your rationale as to why you believe he may be in error.
Good luck. This in the winter to pay attention to these matters.
