He's probably got hour meters on each zone's (hot pipe loops) relay/pump system.
Check to make sure the zone for hot water isn't on your zone. Your unit should have a seperate zone from the other unit, and hot water should be separate from heat. Though, there may be some overlap for convenience of plumbing, but at someone's expense. If it's a long distance between the boiler and your unit, there could be some heat loss into their unit via the pipes if they are not insulated or super long distance. One thermostat could possibly activate both zones. Take a walkietalkie or cellphone to the basement/boiler room and have a person from each apartment turn the thermostat on and off at your command and see if it starts up your billed zone.
As far as heating, you should get a lot of free heat from the apartment downstairs as there is typically no insulation between floors. Attic insulation is important, but you should be able to determine the effectiness of that by measuring temperatures at height in your space. If it's warmer near the ceiling in your place, the attic is probably insulating fine.
