Any method will be somewhat arbitrary, but his method is much fairer than yours ("pay 55% unless you give me a report"). I don't see how, without extensive instrumentation you could make a thermodynamic determination of the number of BTUs delivered to each unit.
Having said that, if you aren't home during the day, turn off the heat entirely and enjoy the leakage from his unit below. Make sure all the other usual heat conservation strategies are followed. Then consider the advantages of having a good relationship with your landlord (even a low-class "workman" type) and how much easier that makes the rest of your life. Since you have already pissed him off, you might go to him and say that you spoke to some engineers who thought his method was a really good one and, how do you say this, you sort of feel like a schmuck for having brought the whole thing up in the first place. I bet this will reinforce his opinion of how stupid educated people really are and you might even get back on his good side again - who knows? Peace...
