Timing the amount of pumping doesn't correlate with the amount of heat you use.
If your radiators aren't as effective as the other tenants, the water will return to the boiler hotter than if they were very effective at heat transfer. You'd still be paying for the same amount of pumping.
Sort of like on our Saabs how different intercoolers provide different amounts of heat transfer with the same quantity of pumping. And our cars measure volume and temperature of the flow as well, since "the turbo is pumping" is simply not accurate at anything.
I think Dean probably has some good suggestions on how to work this to your advantage as much as possible, but it's not a fair way to meter heat. To meter heat accurately, one would need to measure temperature delta across both ends of the loop, and flow volume in addition to time.
