Anything where you have to stand and deliver a speech, an argument, or lines, will enhance your speaking ability. This sort of thing certainly can be learned in college - some colleges. You have to be in classes that expect you to speak your mind and argue your point. So if you were to take a literature course at a school that had more of a "conference" style of classroom participation, rather than exclusively lectures, you will have ample opportunity to hone your skills. An acting class is also a great idea, except that the lines are already made for you, so you don't have to come up with the words yourself. I would also suggest reading, perhaps reading passages aloud. If you have a significant other who is interested in reading, then reading a book aloud back and forth might work for you. However, nothing beats having to come up with both the ideas and the speech on the fly, for training you to do just that on the fly. Best of luck to you.
