Except for the part about toll booths and the "babysitter" nature that has become of part of our criminal justice system, this is all just more America-bashing from a self-loathing citizen. It's a unique sub-species we have down here.
Where I live (far Northern New England), it is well known that a Quebec license plate means "Watch out! - Slow, clueless driver.'" This is probably about as true as what this guy is preaching.
I've driven all over North America, and have found just about what you'd expect -- people are people everywhere. There are curteous ones, and there are rude ones. There are good drivers, ands there are bad drivers. There are drivers who agree with what I think they should be doing, and there are those who don't.
The writer seems to label anyone who disagrees with him and his own assumptions about safety and courtesy. Why anyone would publish such a pompous useless peice of writing is beyond me.
