Is it safe to dethaw chicken on a countertop room temp

I was having a disagreement with my soon to be mother in law last night, she has always been dethawing chicken at room temp on a countertop. I told her this isn't a good idea, but she claims that no one has gotten sick on it and she has been doing it for 20+ years. Although a lot of website, etc. say it isn't the right way to do it, it's hard to argue with 20 years of not getting sick or anything from doing it.
It's funny because I would normally consider myself the "risk taker" and her extemely risk averse in every sense of it, she is nervous on elevators and doesn't use proper kitchen knives because she doesn't want them to be available on the counter to a potential burgler. Anyways, just curious if there was really any harm in dethwaing on the counter, I usually do it in the sink with water.
