Often that takes too much time. Second best is under running water. Worst is your mother in law's approach. Food establishments get cited all the time for things like that. Just because she hasn't gotten sick yet does not make it a good idea. Consider that logic for the issue of putting on your seat belt - "I haven't died yet!". Also - do not store chicken above other items in the refrigerator - the juices from the chicken can drip on other items and contaminate them.
