You can assume that the outside of any chicken (and this includes so called organic and free range chicken) is contaminated with bacteria, several of which can cause foodborne illness. Thorough cooking will kill these bacteria, but the juice from the thawing chicken can contaminate anything it comes into contact with, including the counter top, cutting board, wrap, utensils, dish cloth, and your hands. The warmer temperatures on the counter top will accelerate bacterial growth, making it more likely that contamination can occur, and this is why thawing in the refrigerator is recommended.
