I suspect incompetence, not fraud. Of course the owner of a dealership pockets the profit, but the salesmen is paid on commish, so there mighta' been another $1,200 in profit to pay commish on, but no actual mechanism for them to pocket the money, so to speak. Did you mention there was a transition in dealership ownership?
Did you get the actual CPO warranty folder? Was there any other written documentation, window sticker, we owe, due bill, or something documenting the CPO part of the sale? There was supposed to be an FTC window sticker by federal law, the one on every used car in the USA marked AS-IS or WARRANTY, signed by the dealer and the customer and that shoulda' specified remaining factory warranty. As I remember I remarked at the time it was goofy to charge for CPO. If and when the car is reported to Saab as sold and CPO'd then the dealer is billed for the $1,200 ish.
In California the DMV handles auto dealer fraud.
