First - CPO is not a extended service contract a consumer pays for. It is a warranty. The way the program works is the dealer lists the car as a certified pre-owned car on the dealer communication website which is called IRIS. When the dealership sells the car, they go back into IRIS and report the car sold to Saab USA. This is what identifies the car as a CPO. Once they report the car sold, Saab USA charges the dealer for the CPO warranty extention. Once a car is listed on the website it can also be de-listed, and the dealer is not charged anything. A dealer will de-list a car if it goes unsold and they take it to an auction, or if the price the customer is willing to pay for the car doesn't warrant the cost of certification - he can de-list it.
Unless you have paperwork from the dealership, signed by a manager saying the car is a CPO, you are likely out of luck and will throw good money away paying a lawyer.
MAKE SURE YOU GET IN WRITING WHAT YOU ARE PAYING FOR.
