Any way, the purpose of the ground wire is to provide a redundant low impedance path back to the panel board. The ground wire is connected to the frame of the device or equipment being powered. Thus if the hot wire comes loose inside, the frame is grounded causing adequate fault current to flow and trip the over current protective device (fuse or circuit breaker). Without the ground, the frame of the equipment may become energized. If the equipment is energized and you touch both the refrigerator and the sink or other effectively grounded object or surface, the current may flow through you. On the other hand, if you are standing on a wooden floor and touch the refrigerator, you might feel a small tingle but not get a real shock. Now, the ground and the neutral are connected together but only at the service entrance of the house. Do NOT ever connect them at any other place. Well except for a range or clothes dryer. No one ever said the NEC was exactly consistent.
If you want to install a grounding receptacle on a system that does not have a grounding wire in it, you must run the grounding wire from the new receptacle all the way back to the grounding electrode for the service. Do not simple connect to a water pipe or a new driven ground rod.
For added safety, you can replace the non-grounding type receptacle with a grounding type receptacle supplied through a ground fault circuit interrupter or you can replace the receptacle with a GFCI receptacle.
Now, there is more than you ever wanted to know. I know this is true because I happen to be sitting in my office reading the 2005 NEC section 250 and 406. But I could have made a mistake.
