Two thoughts>
Either the tank is going over temperature (what's the water temp set at? Is it really that temp?)= bad thermostat.
Or, the system is going over pressure--is there a backflow preventer in the house, between the city and your tank? If there is, heating cold water to hot (thermal expansion) may be enough to go over pressure (it's a 'sealed system' if you have a back flow preventer, and all the taps are shut).
Does it happen on laundry day? Solenoid valves in washing machines and dishwashers tend to slam shut, causing a pressure surge.
