w/thermometer at faucet when water has run good and hot, and if it is higher than setting on tank, that meay be it (thermostat not shutting off and valve keeps tank from exploding.
Pressure is also easy if you go to home depot and get a pressure guagee - they make one (TACO i think) that will screw onto a hose spigot, maybe $10. Your water supply will keep steady pressure all over the house, and if its much over 60, that's it. The city water supply has a backflow preventer that keeps the supply pipe from taking up any slack, and there are surges that your valve lets out to keep things safe.. If you have a well, your pump may be pushing too hard.
An expansion tank will ease the problem if its the city water issue - it lets some water in when the pressure goes up, then puts it back. But you have to solder that into the line.
You may need a water heater, but that may not solve your problem w/out an expansion tank, and the tank is maybe $40 plus plumbing. the tank is $200.
